Background Information: (See Also - V14 Workaround)
Microsoft has discontinued support for using the JET Engine to connect to Excel and MS Access files. Although it has been a reliable connectivity option, it has become apparent during Micorsoft's October 2017 patch cycle that we can no longer rely on the stability of this option. (See Detailed Information below) In addition to this, file support to Microsoft Access 97 file formats were also discontinued.
Microsoft's recommended solution is to use the ACE engine to connect to Excel and MS Access. Microsoft Office connectivity components are installed with Microsoft Office or alternatively through the Access Control Entry (ACE) driver (AccessDatabaseEngine.exe).
Microsoft Access Database Engine 2010 Redistributable: Download from: https://www.microsoft.com/en-za/download/details.aspx?id=13255
If required, it is important that the 2010, 32bit version and NOT any other or newer redistributable should be installed, even if you have a 64bit OS!!!
